About the SEEurope network

The resources for this section are taken from the SEEurope network - a project conducted by an internationally composed network of researchers from all EU member states and Norway, Liechtenstein and Iceland under the leadership of the European Trade Union Institute.

SEEurope produces a mix of country reports and articles on specific topics in the field of worker involvement in the EuropeanCompany (Societas Europaea -SE ) and relateddevelopments. The research and monitoring is conducted with a view to meeting the needs of practitioners in Europe involved in the founding of an SE and in the policy debate on participation issues in their countries.

The project started in 2004. It began by observing the transposition of the European legal obligations into national law, a process which had to be completed by the end of October 2004. Since that time the focus has also shifted towards observing companies which have set up or are planning to establish an SE.

SEEurope pursues a twofold aim:

  • To monitor transposition of the European Company and specific instances of its implementation. The relevant European legislation (SE statute together with the SE Directive on employee involvement) provides for compulsory participation. By offering workers the opportunity to influence management decisions, the establishment of an SE opens up a new form of cross-border responsibility for workers and their trade unions
  • To develop, for the purposes of future research, the interface between worker involvement in company decision-making and shaping of the future European Social Model.

Further, SEEurope seeks to improve workers' negotiating position by offering information on existing systems of board-level representation in an effort to improve understanding among worker and trade union representatives. Accordingly, SEEurope sees its role as to take part in the process of ongoing political communication on these issues within the ETUC sphere.

The SEEurope Project, conducted jointly by ETUI and the Hans Böckler Foundation, has created a pool of knowledge concerning the European Company (SE) over the last five years. The Network commenced operations around 18 months before the SE Directive came into force in October 2004 and soon accumulated considerable know-how in this ‘new area’. The Project made it possible to concentrate activities in this area very efficiently. This document provides an overview of the first five years (2003-2007) of the SEEurope project.
